— полного и эффективного вовлечения и включения в общество;
— равенство возможностей;
— доступность;
— недискриминация;
— личная самостоятельность, свобода выбора и независимость.
Что дает ВОИ своим членам
Члены ВОИ имеют право: получать помощь и содействие со стороны организаций ВОИ в решении вопросов, связанных с жизнедеятельностью инвалидов и находящихся в компетенции Всероссийского общества инвалидов;
участвовать в мероприятиях, проводимых организациями ВОИ;
участвовать в обсуждении и решении всех вопросов, входящих в компетенцию общего собрания первичной организации, где член ВОИ состоит на учете;
избирать и быть избранными в выборные органы;
вносить в соответствующие органы ВОИ предложения, проекты, заявления и получать ответы по существу вопроса;
получать в установленном порядке информацию о работе выборных органов ВОИ;
обращаться в соответствующие структуры ВОИ с обжалованием решений выборных органов и руководящих лиц ВОИ и получать официальный письменный ответ на свою апелляцию.

История создания ИРО «ВОИ»
История Иркутской областной региональной организации Общероссийской общественной организации «Всероссийское общество инвалидов» (ИРО ВОИ) началась с 17 августа 1988 года. Однако история объединения инвалидов России в самостоятельную организацию уходит корнями более глубоко – в послереволюционные годы. После первой мировой и гражданской войн Совет Народных Комиссаров своим указом утвердил создание Всероссийского общества инвалидов-кооператоров, которое объединило тысячи активных, как теперь принято говорить, людей с ограниченными возможностями здоровья, намеренных не просить подаяния, а готовых трудиться и зарабатывать. Такая возможность была до 1960-х годов, позже все промкооперации были переданы в социалистическую собственность и были фактически разгромлены.
Весной 1987 года в столице сформировалась инициативная группа, обсуждавшая проект устава городского общества опорников. Летом проект устава попал в Моссовет, где чиновники всеми силами стали противиться самодеятельной инициативе инвалидов. Но те обратились за помощью в прессу. 21 октября 1987 года около 200 инвалидов впервые собрались в Доме Культуры ВОС для участия в телепрограмме «Прожектор перестройки» и потребовали от Министерства соцобеспечения не противодействовать им. В конце 1987 года Совет Министров РСФСР принял решение о создании всероссийской организации инвалидов.
2 февраля 1988 года вышло Постановление ЦК КПСС «О создании в РСФСР Всероссийского добровольного общества инвалидов». 16 февраля 1988 года был создан оргкомитет, а 14 марта состоялось его первое заседание. В регионах началась подготовка по образованию местных оргкомитетов и первичных организаций, которой руководили органы соцобеспечения.
В регионах начали создавать региональные отделения. А в Москве стали писать устав и принципы организации общества. Кстати, оказалось, что у будущего Всероссийского общества инвалидов очень много единомышленников в регионах.
На основании решения Иркутского областного Совета народных депутатов от 11.04.1988 года № 196 «Об организации добровольного общества инвалидов» было создано Иркутское областное общество инвалидов.
16 августа 1988 года в Москве начала работу Учредительная конференция ВОИ. 170 делегатов со всей страны горячо обсуждали, а затем подавляющим большинством голосов приняли Устав организации. А на следующий день, 17 августа 1988 года, были избраны руководящие органы ВОИ.
Таким образом, 17 августа считается датой создания Всероссийского общества инвалидов.
В 1992 году указом мэра города Иркутска Бориса Александровича Говорина от 05.11.1992 года № 46/874 ИРО ВОИ было передано помещение по адресу: г. Иркутск, ул. Горького, 32а площадью 278 квадратных метров, в котором организация работала ровно четверть века – 25 лет.
Иркутская областная организация ВОИ входит в централизованную структуру Всероссийского общества инвалидов. За период существования организации было проведено 7 съездов региональных отделений в г. Москве.
Первый съезд ВОИ состоялся в 1991 году
Второй съезд — в 1996 году
Третий съезд – в 2001 году
Четвертый съезд — в 2006 году
Пятый съезд — в 2011 году
Шестой съезд – в 2016 году
Седьмой съезд — в 2021 году
На этих съездах вырабатываются концепции развития Всероссийского общества инвалидов, по мере необходимости вносятся изменения в Устав ВОИ.
ИРО ВОИ сегодня
На сегодняшний день Иркутская областная региональная организация общероссийской общественной организации «Всероссийское общество инвалидов» входит в состав Общероссийской общественной организации «Всероссийское общество инвалидов», является самостоятельной организацией.
Сегодня ИРО ВОИ — одна из крупнейших организаций в Сибирском федеральном округе. ИРО ВОИ входит в состав Сибирского Межрегионального Совета ВОИ, который состоит из 12 региональных организаций Всероссийского общества инвалидов на территории Сибирского федерального округа Российской Федерации.
В 2006 году у ИРО ВОИ появился собственный комфортный офис по адресу: г. Иркутск, ул. Октябрьской революции, 17.
Основными целями организации являются:
— содействие инвалидам в осуществлении равных прав и возможностей с другими гражданами Российской Федерации;
— защита общих прав и интересов инвалидов;
— содействие в интеграции инвалидов в современное общество.
На протяжении всей своей деятельности ИРО ВОИ ведёт работу в сфере защиты прав интересов инвалидов. Нам регулярно приходится жить в ногу со временем в связи со стремительно меняющимся законодательством в социальной сфере. В числе памятных и значимых событий для организации – принятие Федерального закона от 24.11.1995 года № 181 «О социальной защите инвалидов в Российской Федерации», и столь же потрепавший его скандально известный памятный закон от 22.08.2004 года №122 больше известный как «О монетизации льгот». Более 12 лет в стране действует государственная программа «Доступная среда», совершенствуется медико-социальная экспертиза, принят Федеральный закон «Об основах социального обслуживания граждан в Российской Федерации». Правительством Российской Федерации утверждены Правила выполнения работодателем квоты для приема на работу инвалидов при оформлении трудовых отношений с инвалидом на любое рабочее место.
Совершенствуется избирательная система, в ходе которой проводятся комплексные мероприятия по доступности избирательных прав для инвалидов.
Эти и другие мероприятия стали возможны при сотрудничестве Иркутской региональной организации ВОИ с многочисленными партнёрами – министерствами и ведомствами Иркутской области. В их числе Министерство социального развития, опеки и попечительства Иркутской области, Министерство спорта Иркутской области, Министерство здравоохранения Иркутской области, Министерство труда и занятости Иркутской области и многие другие ведомства. В числе партнёров Федеральных структур – Управление Министерства юстиции по Иркутской области, Главное бюро медико-социальной экспертизы по Иркутской области, органы прокуратуры. Множество вопросов и предложений, касающихся улучшения жизни инвалидов, было внесено и реализовано через Совет по делам инвалидов.
Немало предложений и законодательных инициатив прошли обсуждения через Законодательное Собрание Иркутской области. В числе таких социально значимых документов – региональный закон «О квотировании рабочих мест в Иркутской области», вызвавший немало жарких споров и дискуссий. Региональный закон «О транспортном налоге Иркутской области» освободил инвалидов Приангарья от налога на транспортные средства мощностью до 200 лошадиных сил. Наряду с федеральной программой в Иркутской области была принята и систематически продлевается региональная программа «Доступная среда для инвалидов и маломобильных групп населения», уполномоченным за реализацию которой является Министерство социального развития, опеки и попечительства Иркутской области.
Являясь, прежде всего, некоммерческой организацией, ИРО ВОИ и местные (городские и районные организации ИРО ВОИ) работают согласно уставной деятельности непосредственно с людьми с ограниченными возможностями и их законными представителями. Некоммерческий сектор активно поддерживает Управление Губернатора Иркутской области по связям с общественностью и национальным отношениям, консультируя нас в плане развития в некоммерческом секторе, в том числе по написанию заявок на получение грантов и субсидий, в частности в областном конкурсе «Губернское собрание общественности Иркутской области» Сотрудничая с Советом общественных некоммерческих объединений г. Иркутска и Иркутской области, Общественной палатой Иркутской области, Общественной палатой города Иркутска, мы узнаем новости коллег и обмениваемся с ними полезным опытом.
Спорт – норма жизни
Иркутская региональная организация ВОИ ведет активную спортивную работу среди членов организации. Ведётся сотрудничество с Министерством спорта с отделами спорта в муниципальных образованиях области. На территории Иркутской области успешно реализуется региональная система по организации и проведения спортивной работы среди инвалидов. ИРО ВОИ совместно с Министерством спорта Иркутской области и ОГБУ «Ресурсно-методический центр развития физической культуры и спорта Иркутской области» планирует и проводит спортивные мероприятия: чемпионаты, турниры по различным видам спорта: стрельба из лука, дартс, боулинг, шашки, бочча, волейбол сидя, бильярд, пауэрлифтинг, настольные спортивные игры. В спортивном зале ИРО ВОИ на постоянной основе проходят тренировки по различным видам спорта. Проводятся отборочные турниры для участия в областной спартакиаде «И невозможное возможно», для участия в спортивных играх Сибирского федерального округа «Парасибириада», которые проводятся ежегодно в разных регионах Сибирского федерального округа также для участия во Всероссийском спортивном фестивале, который проводится в городе Сочи. Спортсмены Иркутской региональной организации ВОИ всегда в победителях и призерах на данных спортивным мероприятиях. ИРО ВОИ дважды была победителем в ежегодном фестивале спорта и здорового образа жизни в номинации «Лучшая организация Иркутской области в сфере развития адаптивного спорта».
Доступная среда
Безбарьерная (доступная) среда жизнедеятельности – материальная среда, окружающая человека, в которой или при помощи которой он осуществляет свои жизненные потребности, позволяющая беспрепятственно достичь места и воспользоваться услугой, получить информацию.
Работа по формированию доступной среды для инвалидов была и остаётся одним из приоритетных направлений работы организации. Уже к началу нулевых были приняты Стандартные правила ООН обеспечения равных возможностей для инвалидов, и ряд основополагающих документов в сфере строительства для создания безбарьерной среды. Работа ИРО ВОИ сводилась к основам императивных начал, а именно обращение к собственникам зданий, которые уклонялись от исполнения требований доступности для инвалидов инженерной, транспортной и социальной инфраструктуры, что, по сути, являлось и по-прежнему является административным правонарушением. Проблемы создания доступной среды решались точечно, одновременно специалисты-эксперты Иркутского регионального отделения ВОИ обучались на семинарах, накапливали знания и опыт в части создания безбарьерной среды. Еще в 2006 году Иркутским региональным отделением ВОИ были внесены предложения по развитию Иркутска до 2020 года, на улицах Иркутска появились низкопольные автобусы. Проводились консультации среди собственников государственных и коммерческих объектов по созданию элементов доступной среды. Успешным можно считать достигнутые требования ИРО ВОИ о создании доступной среды в Иркутском аэропорту.
При совместном сотрудничестве ИРО ВОИ и Сбербанка был проведен комплекс мероприятий по благоустройству и оборудованию элементами доступности офисов Сбербанка.
После принятия государственной программы «Доступная среда» Всероссийское общество инвалидов создало систему добровольной сертификации «Мир, доступный для всех» — инструмент, с помощью которого эксперты ВОИ строят безбарьерную (доступную) среду. По-прежнему проводится регулярный мониторинг городской инфраструктуры на предмет доступности для инвалидов. Создан экспертный центр АНО «Центр паспортизации и сертификации», который занимается паспортизацией объектов социальной инфраструктуры, на постоянной основе работают опытные эксперты, имеющие сертификаты по формированию доступной среды для инвалидов и маломобильных групп населения. Работа в данном направлении продолжается.
